With reference to ray letter of the 2nd March
last and subsequent correspondence relative to the
oil rights claimed by the Anglo-Persian Oil Company
over any territories of the Ottoman Empire which may
come under British influence, I am directed by
Secretary Sir E. Grey to transmit to you, herewith,
copy of the interim reply which he has caused to be
returned to the Anglo-Persian Oil Company on the
subject.
I am to add that Sir E. Grey trusts that no
decision will be come to and acted upon until the
views expressed in his letter of March 2nd to the
Admiralty, a copy of which was communicated to your
Department, have been fully set before an inter
departmental conference.

  • discussion of the elimination of German interests in Turkey and Arabia;
  • the split between Britain and France of former Ottoman territories;
  • existing APOC claims in the Mesopotamian vilayets of Mosul and Baghdad;
  • Shell Royal Dutch Group’s claims in the Mesopotamian oil concessions.
