The authorities at Bagdad applied to the Ministry for instructions as to wUt
procedure should be followed ; they were informed that the concession of the oilfield,

transferred to the Ministry of finance. It was therefore obvious that no “ Dennis aI

Two petitions dated the 28th and 31st Mais, 1328, respectively ( 10 th and 13th June
191.,), were presented to the Porte by the applicants, who complained of the refusal of
