Sir, Foreign Office, April 26, 1911.
WITH reference to the letter from this office of the 18th instant, respecting the
suppression of the illicit arms traffic with the Yemen, I am directed by Secretary Sir
E. Grey to transmit to you herewith copies of correspondence, as marked in the margin,
on the subject.]"
Mr. Secretary Harcourt will observe that the Porte have refused the offer of the
French Government to send a war-ship to police French dhows navigating in the
territorial waters of the Yemen.
Sir E. Grey considers that it is now unnecessary to send one of His Majesty’s ships
for a similar purpose, and he would, if Mr. Harcourt concur, suggest to Italian Govern
ment the acceptance of the proposal of the French Government, outlined in the despatch
to His Majesty’s Ambassador at Paris, subject to the conditions specified in the note
from the French Minister for Foreign Affairs, enclosed in Sir F. Bertie’s despatch
No. 19 of the 6th April, namely, that the arrangement should be provisional and
temporary, and that the question of principle should be reserved.
In accordance with Sir G. Lowther’s suggestion made in his despatch No. 2, Africa,
of the 22nd ultimo, the Porte would also be informed that dhows putting into forbidden
ports owing to stress of weather must not be punished.
