1913, I have the honour to forward, for the information of the Government of
of the boundaries of Kerman Province.

Sirdar Leader of a tribe or a polity; also refers to a military rank or title given to a commander of an army or division. Muhtasham when passing through Yazd came to private arrangement
with Governor of Yazd to take over Shahr-bBabak district and run it as part of
Kerman. He was now sending out a representative with a small force to replace
local thieves and chief Ghulam Farman, but the Governor of Yazd has now
raised objections.
Sirdar Leader of a tribe or a polity; also refers to a military rank or title given to a commander of an army or division. Muhtasham asks me to sanction his immediately proceeding with his
plans but I have replied this does not lie within my competence. He begs also
that Your Excellency should get Persian Government to sanction transfer of the
above mentioned district to Kerman Province and says suggestion will be at once
accepted on Your Excellency^ recommendation.
Personally I am in favour of transfer as far as circumstances are known to
me, vide my despatch No. 28, November 24th, 1913* Lecoffre is also very keen
on it.
Your despatch 7, November 28th, i 9 I 3 - ^ still also think Ears boundary
further south should be re-adjusted. Fact that Gendarmerie are not restricted
by provincial boundaries does not affect question as far as provincial Governors
are concerned and their assistance in some form will probably have to be invoked
sooner or later in regard to robber communities of the Madi Rahdar tract.
Qavvam will not always be campaigning in Eastern Fars and in any case no direct
benefit has as yet accrued to Kerman from his operations.

The subjects are:

  • the movements of Baluchi raiders in the Province;
  • the operations of the Swedish gendarmerie against Baluchi;
  • the departure of the new Governor General from Tehran;
  • Misbah-i-Divan, created Governor of Baluchistan, on a mission to pacify Persian Baluchistan;
  • finances.

There are copies of letters in French, from Major G Glimstedt, Commanding the IV Regiment of the Gendarmerie Gouvernementale at Kerman.

The volume comprises part 2 of two. Each part includes a divider which gives the subject and part numbers, year the subject file was opened, subject heading, and list of correspondence references contained in that part by year. This is placed at the back of the correspondence.

The papers are arranged in approximate chronological order from the front to the rear of the file. The subject 348 (Kerman affairs) consists of two volumes IOR/L/PS/10/334-335, with part 1 in the first and part 2 in the second volume.
