I have the honour to forward, for the information of the Government of India,
a copy of the telegrams, noted in the mar-
Nos. 83 and 84, dated 9th May 1914* gin, which have been received from His
Majesty’s Consul at Kerman, giving an outline of the latest proposals for an
expedition to Baluchistan.

1 am sending you in my telegram 84 rough outline of requirements for
laluchi expedition drawn up by Sirdar Leader of a tribe or a polity; also refers to a military rank or title given to a commander of an army or division. Muhtasham in concert wnh Lecoffre and
lyself.
If the expedition is possible at all which 1 question on financial grounds I do
ot think demands made in least excessive. Cost of material can be doubt e s
forked out roughly but it seems impossible to frame any probable estimate o
ost of operations or of how far it could be met from revenue and resources of
Baluchistan itself.
If anything is to be done this year sanction for purchase of munitions of
tar and material must be granted at once as even now it would be difficult to
irocure them in time to enable expedition to start as it should do in early autumn,
rrangernems for seeking out and collecting the large quantity of transpor men-
ioned to which has to b? added Gendarme requirements will also demand time.
I doubt ability of Kerman Gendarmerie to supply 5 °° ™eu with Swedish
