In continuation of my telegram 13-33.
As far as I can judge, Sardar Leader of a tribe or a polity; also refers to a military rank or title given to a commander of an army or division. Nusrat’s complaints are justified and his
powerlessness real. In similar circumstances I should resign. I shall however
endeavour to induce him to maintain control of Kerman city.. He is the only
tolerably satisfactory man available for the city Governor and an interregnum
would probably lead to complications and disturbances in the town.
My views on the situation remain those which I put forward m November,
viz. if a Governor and force is not available means should be provided for im
mediately raising levies from Kerman tribes whenever Baluchis begin to threaten.
Of course there will be waste of money but that will be cheaper than repeated
pillaging of country and caravans.
Further virtual failure of gendarmerie has, I hear, damaged their prestige,
and increasing trouble may consequently be anticipated from Baluchis who on
authority of the Governor of Bam lost only 10 to 20 men which is more probable
than 100 estimated by De Mare.
I consider Lecoffre and the Swedes morally responsible for the present
outrages by Baluchis in so far as their opposition has led to Kerman’s being left
for four months without a strong Governor with an adequate military backing.
I have all along impressed on them the responsibility resting on anyone who
maintains that Kerman requires no outside Military force, Bakhtiari or other ;
and I shall continue to do so.

that Lecoffre’s representations may have influenced Mornard in delaying to
arrange financial matters and that pressure of Swedes on Leconre mu-y have
worked in same sense but I fancy the Sardar Leader of a tribe or a polity; also refers to a military rank or title given to a commander of an army or division. has himself been responsible in a
very large measure. Until the last moment he hoped to oust Samsam from
Isfahan and take his place and it was only after the latter s departure for his post
that he set seriously to work to make his own preparations.
