In continuation of this office letter No. 382, dated 8th February 1914, I
have the honour to forward, for the information of the Government of India,
No. 7, dated 8th February 1914. copies of the telegrams, noted in the
No. 21, dated i3tk F ebruary 1914. margin, which have been received from
His Majesty’s Consul at Kerman, in regard to contemplated action against
Ibrahim Khan, an employ^ of the Finance Department in Kerman.

I have to thank you for your telegram No. 8.
I was unaware that Your Excellency had commenced or contemplated action
against Ibrahim Khan. I have, of course, never had positive proofs of latter’s guilt
but have had no doubt of it and cannot recall having intentionally said anything to
minimise it. I have now searched records unsuccessfully. Could Your Excel
lency kindly give me the reference so that I may, if necessary, modify or with
draw what I said. As my criticisms of Ibrahim Khan and those others {vide
among others my telegrams 37, 71, 91, 100, 131, also Diary paragraphs 427,
428, all of 1913) received no response, I judged they were considered inconvenient
and have naturally ceased from renewing them. I consider an investigation on
the lines of my telegram No. 131 of ver y desirable from many points of
view and present time suitable as we are not at the moment being pressed by
anyone only circumstances.
Ibrahim Khan has just gone out on a tour but could doubtless be recalled.

  • the movements of Baluchi raiders in the Province;
  • the operations of the Swedish gendarmerie against Baluchi;
  • the departure of the new Governor General from Tehran;
  • Misbah-i-Divan, created Governor of Baluchistan, on a mission to pacify Persian Baluchistan;
  • finances.

There are copies of letters in French, from Major G Glimstedt, Commanding the IV Regiment of the Gendarmerie Gouvernementale at Kerman.

The volume comprises part 2 of two. Each part includes a divider which gives the subject and part numbers, year the subject file was opened, subject heading, and list of correspondence references contained in that part by year. This is placed at the back of the correspondence.

The papers are arranged in approximate chronological order from the front to the rear of the file. The subject 348 (Kerman affairs) consists of two volumes IOR/L/PS/10/334-335, with part 1 in the first and part 2 in the second volume.
