paragraph 4 of Reilly r s letter to India, namely,
that as the present Political Secretary is an officer
of the Colonial Service, his emoluments for acting
as Resident should be regulated in accordance with
paragraph 62 of the Colonial Regulations which reads
as follows:
n When the office of Governor becomes vacant
or when the Governor is on leave, other than
full-pay leave, the person succeeding to the
administration of the Government, if he be an
officer of the service of the Colony, will
receive half of the salary of the Governor, and
half the salary of his own office."
I am not sure, however, whether Reilly will
receive full pay whilst on leave, since the leave terms
of the Indian Service Resident are as laid down in the
fundamental rules, and of these I have no knowledge
whatsoever. In any case, however, it is quite clear
that Champion cannot be expected to act as Resident
without some additional allowance and we shall have
to settle the question of incidence of charge as
