lhat was position gradually brought about by Prideaux, the confirmation of
which was advocated both by him and his successor when drawing up details

of this development, Sheikh has occasionally demurred of late to treatment

specific appeal to me m this connection, saying that when he ceded juris
diction over foreigners he had only intended the word to cover subjects of
recognized Powers and not the dependants of petty Arab potentates in Gulf
with some of whom he claims to have special arrangements providing for
reciprocal acceptance of each other’s direct jurisdiction. I informed him
that, if he could produce agreements and if the other parties on being
referred to acknowledged their validity, I thought we should be prepared
to recognize them. We should doubtless have to intervene ultimately if
appealed to on account of flagrant denial of justice, but, short of that I
imagine Government will wish to accede to Sheikh’s wishes. In that case
the definition of foreigner in Order in Council A regulation issued by the sovereign of the United Kingdom on the advice of the Privy Council. will require to be modified.
I would suggest after the words ‘ Bahrein subject ’ the following words be
added, ‘ or the subject of an Arab principality having a reciprocal juris-
‘ dictional agreement with Sheikh of Bahrein specifically recognized by British
‘ Government,’ or words to that effect.”
