3 . Mr. Ratcliffe-Cousins stated that the Ministry of Civil Aviation did
not consider that^ in view of the facilities already available at Margil,
Dhahraa and Bahrein, there was at present justification for H.M.G.
financing the construction of a large international airport at Koweit.
Koweit was linked with the B.O.a.C. traffic lines by the Iraqi Airways
Koweit/Basra service. Reference was made to the possibility of
developing a flying-boat base at Koweit and to tne possibility of

B.O.A.C. arranging a call there by the U.K./Bahrein b£-weekly flying-boat
service. This was understood to be at present under investigation by B.O.A.C.
but it was pointed out that radic^navigational aids would be required for any
regular service.
4 . Mr. Ratcliffe Cousins added that the B.O.A.C. over-all planning for
trunk services for the next few years did not include Koweit. The Ministry
of Civil Aviation would naturally welcome the provision of an emergency landing
strip in Koweit territory, but would not be prepared to pay for its provi-84-en

It was thought that the Sheikh might raise his price but would be principally
interested in securing an assurance that, if renewed, proper aerodrome
facilities would be provided. Unless we could promise this.the Sheikh might

not be willing to renew the Agreement. H.M.G-. would then lose^exclusive
rights as regards management of aerodromes in Koweit territory, and^unless
separate arrangements could be made, the R.A.F. would lose their military
rights attached to the Agreement by exchange of letters. If we did not renew

The primary focus is the negotiation of a Civil Air Agreement between the British Government and the Shaikh of Kuwait, Shaikh Sir Ahmad al-Jabir al-Sabah [Shaikh Aḥmad al-Jābir Āl Ṣabāḥ] in 1934, its subsequent renewal in 1938, 1945, and discussion related to its possible further renewal in 1948. Draft and final copies of each agreement can be found within the file; a 1934 copy contains both English and Arabic versions of the document (see folio 185-187). Correspondence related to occasional amendments has also been included.

Also discussed in the correspondence is the granting of permission for Imperial Airways (later the British Overseas Airways Corporation - BOAC) to land in Kuwait in September 1932 for a period of six months, and the establishment of an airmail service in 1948. It also contains some correspondence relating to British military requirements in Kuwait, and the transfer of the maintenance of the Kuwait Aerodrome from the Royal Air Force (RAF) to the Kuwait Oil Company.

The file also contains proposals from the Kuwait Oil Company for the construction of a new aerodrome in 1948, including two plans for the proposed airstrip (see folios 20-21).

In addition to the copy of the Kuwait Civil Air Agreement (1934), the file contains a limited amount of correspondence with both English and Arabic translation.
