I raforraci the matter to His Majesty's Secretary
of State for India, observing that It would be diffi
cult to refuse permission, anti suggesting that the
German officer mlftit be offered facilities for ac
quiring Information without baing fox-ally attached
to the Consulate GonerrJL.
/ Lord Morloy, having consulted the Government of
India by telegraph in this sense, the latter replied
that Consuls in India ore simply commercial agents
and that they considered it most Important to dlatllow
the assumption of diplomatic position which the at
tachment of a ailltar:.' officer would imply. They
added that If it was necessary to meet the -.fishes of
the demon Government they would prefer that facili
ties Should be offered ar suggested without attaching
the officer to the Consulate-General.
I accordingly on the 4th instant handed to Count
Metternich the letter of which a copy is en
closed
