Dear Hirtzel,
I enclose herewith a copy of Sir Edward's letter to
Mettemich which Lord Morley asked for. We are informing
Berlin of the circumstances in a despatch, a copy of which will
he sent officially to the I. 0.

My dear Ambassador,
It gives rise to inconvenience if officers are for
mally attached to foreign Consulates in India, but if the
German Government desire to send an officer to India for a
limited period the Indian Government will be instructed to
give him facilities for studying the questions relating, to ohe
employment of troops in tropical countries, on which you ex
pressed the desire of your Government to obtain information.
We would gladly give him any results of our own
experience, which are likely to be of use to your Government
in the German Colonies.
