With reference to previous correspondence termina
ting with the letter from this Department of December
27th, 1906, I am directed by Secretary Sir Edward
Grey to transmit to you, to be laid before Viscount
Morley, a copy of a note communicated by the German
Ambassador on the 28th ultimo, respecting a propo
sal to attach an officer of the German Military force
in East Africa to the German Consulate General at Cal
cutta for a period of six months, for the study of
certain questions.
Count Metternich informed Sir Edward that this
appointment differs from the original proposal to ap
point a Military Attach^, and that he trusted that it
would he viewed with favour hy the Government of India.
Sir Edward would he glad to he favoured with any
observations
