KEPORT ON THE BRITISH INDIAN COMMERCIAL
Article (3) of the Beglement is perfectly plain, and it is hard to conceive
how a branch of the Persian administration can be permitted to issue orders in
direct contravention of a solemn treaty concluded between the British and
Persian Governments. Treaties between Governments are valueless if subor
dinate departments can contravene their clauses with impunity.
