2 . His Majesty’s Government share your view that the wording of the
treaties in question justifies the prevention of such proceedings, but they
are of opinion that the form in which effect is given to the treaties
should be more closely considered. I therefore request that, if Your
Excellency sees no objection, the officers concerned may be instructed
in the sense of paragraphs 2 and 3 of Mr. Mallet’s letter of the
4th March.
