13. September 13th> 1904. —The Customs steamer “ Muzafferi ^ arrived
from the mouth of the river with two native boats (bum) in tow, which she
had seized on account of having arms on board. One belongs to Koweit and
had 28 rifles and ammunition concealed in the sides of the vessel, and the other
which belongs to the Shatt-el-Arab had 12 rifles.
14 September 14th, 1904. —The “ Muzafferi” left during the night for
the mouth of the rivei\ where she had left her boats. The two boats are under
detention pending the arrival of the Persian gun-boat “ Persepolis.”

23. September 23rd, 1904. —H. P. M. S. •“ Persepolis,” with the Director-
General of Customs on board, accompanied by the Persian Revenue steamer
“ Muzafferi,” returned to Bushire. They brought a dhow A term adopted by British officials to refer to local sailing vessels in the western Indian Ocean. belonging to Koweit
with them.

In continuation of my letter No. 332 of to-day’s date on the subject of the
proceedings of the Persian gun-boat JPersepolis, and Revenue steamer
Muzafferi, in the Shat-el-Arab, I have the honor to forward, for the infor
mation of the Government of India, a copy

Mubarak, regarding the seizure of Koweit boats by tho Muzafferi.

but was released at Mohammerah on payment of a fine of 8,000 krans.
I am making further enquiries into the matter, and also asking the
Director General of Customs on what grounds these dhows were seized.

I have the honour to forward herewith a copy (with translation) of a letter
received from Sheikh Mubarak, in which he complains of a fresh set of acts of
interference with Koweit vessels on the part of the Customs Administration of
Persia.
2 . I have not had time to verify the allegations, as the letter only reached
me yesterday, and Sheikh Mubarak is anxious that you should be acquainted
with his complaint without delay.

The papers cover: correspondence concerning the question of the protection that the British Government should give to subjects of Kuwait in Persian territory, June-December 1904 (folios 220-246); a report that the Ambassador at Constantinople saw no objection to the adoption by the Shaikh of Kuwait [Mubārak bin Jābir Āl Ṣabāḥ] of a distinctive flag for Kuwait vessels, while retaining his existing flag for use in Kuwait, February-March 1905 (folios 217-219); correspondence concerning the proposed use by the Shaikh of Kuwait of the Turkish flag with the addition of the word 'Koweit' written across it in Arabic letters (including colour drawings of the proposed flag, folios 199-203), and specimen shipping certificate, July 1905 - July 1906 (folios 190-216); and correspondence concerning the Shaikh of Kuwait's concerns over the likely consequences of his adoption of the new flag, particularly his fears of 'oppressive measures' from Turkish officials at Basrah [Basra] and other Turkish ports, August 1906 - March 1907 (folios 176-188).

The Arabic language content of the papers is confined to Arabic wording on the specimen shipping certificate and drawings of the proposed Kuwait flag, between folios 192 and 201.

The date range gives the covering dates of all the documents; the date range of the Secret Department minute papers given on the subject divider on folio 171 is 1905-07.
