2. You will no doubt have gathered from this that there is a
t certain amount of nationalist agitation going on beneath the
surface at Bahrein with the object of the dismissal of Belgrave
by the Sheikh and the institution of a more popular and
democratic system of administration there, Z do not think that
the Foreign Office are in possession of the full papers on the

forthcoming transference of responsibility we are taking this
