If, as seems likely, the reply to be given to the
Afghan Minister about mountain guns is unfavourable, it
would be desirable to be able at the same time to give a
favourable reply about the 15,000 rifles. A decision on this
point was being held up pending a settlement of the
financial responsibility for expenditure on Afghanistan.
I understand that the Treasury have now definitely
accepted the Government of India’s proposal for an
"Equalisation Reserve" for this purpose, and it is to be
hoped that the way is now clear for a rapid settlement
of the rifles question - see
