grazing rights, said that he understood Colonel richaon*8
view to be that the existence of these grazing rights w s
a consequence of the neutral charact r of the zone. The
true position might well he, in tic absence of any treaty
provisions, th t they could only be exercised with the
sanction of both rulers. However that might be it was
evidently possible that the existing practical position
might be seriously disturbed by a partition of the zone.
IE, As regards th question of oil. Sir Andrew Ryan
believed it was still very uncertain where the deposits
would actually be found.
