Mr. Hex Janson ana Mr. Yalidi called dy
appointment to-day.
On arrival Mr. Yalidi handed me the translation,
copy of which is attached, of a letter dated 20th
Fedruary from the Saudi Ministry of Finance, together
witn the Arabic original. The second reservation in
that letter made it clear that Saudi approval of the
grant of a concession to the Arabian Development
Syndicate was subject to the overriding option of the
o^anaara Oil. I pointed this out to Mr. Yfilibi ana said
that this was precisely what we had thought last year
was probably the case. He replied that he also agreed
that it made tire position exceedingly difficult and that
since the date of receipt of the letter he had had
considerable telegraphic correspondence with jedda. He
had now received the cablegram dated 24th terch, copy of
wnich is attached, which made it clear that the Sauai
Government were not prepared to modify this reservation
before the agreement of the sheikh of Koweit haa been
obtained.
I said that I was afraid that so far as
Government was concerned no progress was possible in
these circumstances. We could not reconmend the sheikh
