Dear Mr. Ydlibi
Thank you for your letter of the 6th May about
Koweit Neutral Zone oil and for the information contained in
it as to your discussions with the authorities of the Saudi
Arabian Government,
2. We note your statement of the position in
regard to the undertaking which the Saudi Government
have given to the Standard Oil of California and recognise
your difficulties; but we fear that in the circumstances
you describe no progress is possible on the lines you
propose.- As I explained to you at our meeting on 2nd
April, His Majesty's Government would not be prepared to
advise the Sheikh of Koweit to consider any proposal in
regard to the Neutral Zone which is not in their view a firm
offer, and it is, in their view, clearly impossible for a
firm offer to be made on behalf of your Syndicate so long as
that offer is subject to the overriding rights of the
Standard Oil Company of California under their agreement
