instructed to make strong representations to
the Persian Government with a view to the
capture and punishment of the offenders
and to the recovery of full pecuniary repar
ation for the Koweitis who had suffered.
The Persian Government was also to he
informed that if the demands were not com
plied with, suitable naval action would be taken
for the capture and delivery of the offenders to
Persian authorities. At the request of the
Foreign Office the Admiralty instructed the
“ Highflyer ” to proceed at once to Dayir with
a view to capture the pirates at sea, but the
Captain of the vessel was given authority to
land a sufficient force temporarily at Dayir or
elsewhere on the Persian littoral, if necessary,
in order to effect the desired result.
