Sir,
With reference to previous correspondence on
the subject of the royalties payable by the Imperial Bank of
Persia to the Iranian Government, I have the honour to
transmit to you, herewith, a copy of a letter dated 15th May
which has been addressed to me by Mr# O.A# ‘Utters, Chief
Manager of the Bank# Enclosed in Mr# Butters* letter is a
copy of a letter from the Minister of Finance summoning the
Bank to pay, within one month, the arrears of royalties since
1916 in accordance with the calculations of the Iranian
authorities#
referred to arbitration, which is provided for in Appendix 6
to the Bank’s concession. Mr. Butters expressed his
satisfaction that the case had at last come to a head, and at
action which could usefully be taken by me on the Bank’s behalf,
but he did not consider any such action was called for at
present# I propose, therefore, at preaent merely to watch
developments and to keep in touch with Mr# Butters#
It seems inevitable that the matter must now be
the prospects of arbitration. I asked him if there were any
