The tliree undenaentioned British sahjects are^being
expelled fron Iraq at ny instance, on account of^dis
graceful incident in a Bagdad cabaret affecting British
prestige and military discipline in this country and are on
the point of sailing for India:-
(a) Thomas Elliot, journalist, until lately
Assistant Editor of the "Iraq Times”, Bagdad passport
G.147203 of 17th April, 1941.
(b) Dr. George Heslop Harrison, until lately Iraq
Government Entomologist, Foreign Office passport LO.10029
of 15th June, 1938.
(c) Mrs. Edith Fanino Hibbert, maiden name Dinerman,
of Roumanian origin, Bucharest passport C.87877 of 19th
October, 1938.
2* His Majesty's Consul Bagdad has deleted Iraq from
their passports and endorsed them as not valid for further
travel to Iraq. As it is considered that no stigma need
attach to them outside Iraq and there appear to be no grounds
for doubting their loyalty, they have been granted Category
• ”A" endorsements for India.
3. (c) has also been given a similar endorsement for the
United Kingdom, where she is understood to have a large bank*-
ing account. She is stated to be estranged from her^husband,
Donald Gilroy Hibbert, who is now believed to have joined
His Majesty's forces in India.
4. ITith regard to (a) I should be glad if arrangements^
could be made to conscript him for national service on arrival
in India. It is requested that he should not be sent to
serve either in Iraq or Persia.
7-. Meantime I should be glad if you would warn the authorities
at these two ports.
(b) may shortly be required for^service in Persia by
