As fresh water is not available at site and would be

-ment be used for concrete and mortar throughout with
the salt or brackish water available for the founda
tions 9 Excellent sharp sand is available at site.
No local labour is available for erection of the
iron-work beyond coolies A term used to describe labourers from a number of Asian countries, now considered derogatory. for moving and carrying beams
etc. All labour for drilling, rivetting, fixing,af/pf/
bollring etc will have to be imported.
Local labour is available for building the Estab
lishment Quarters and ?ier if a foreman mason and f.
three or four leading stone-dressers and masons can be
