negotiating an agreenent with the French, which, in return
for facilities provided by us, will enable us to overfly Franco
and French cclonial territory, and would provide for the reinforcement
of Hong Kony; frcn Singapore. Any unwillingness to help in this case
ni ht jeopardise signing of this agreement to which we attach the
greatest ii .port antic. Please therefore do your best to ensure
