19th May, 1938.
Sir,
Mr. Akira Kodaki, a Third Socretary of the Japanese
Embassy, recently informed a member of this Department that
a representative of the Saudi Arabian Government had
suggested to a representative of the Japanese Government
that the Japanese Government should open a Legation at
J edda.
2. It appeared from Mr. Kodaki’s comments that the
Japanese Government might have been under the impression
that Saudi Arabia was either a British Protectorate or at
any rate in alliance with the United Kingdom in the same way
as Egypt or Iraq^. It was explained to Mr. Kodaki that this
was not the case and that Saudi Arabia was an entirely
independent State, not in alliance with this country.
3. Mr. Kodaki expressed his thanks for this
information and said that the Japanese Government had desired
to inform His Majesty’s Government of the suggestion because
it was their wish to do nothing incompatible with Anglo-
Japanese friendship. Mr. Kodaki was assured that His
Majesty’s Government would much appreciate the courtesy of
the Japanese Government.
I am, with great truth and respect,
Sir,
Your Excellency’s obedient Servant,
(For the Secretary of State)
His Excellency
The Right Honourable
Sir Robert Craigie
etc., etc.
Tokyo.
