Sir,
I have the honour to submit proposals whereby the
water supply for irrigating the Consulate garden, which is
at present very inadequate, may be increased without any
additional cost to Government.
Last year the building which had been used as H.B.M* s
Consulate Kerman for the last 34 years was purchased by
Government from our old friend Sardar Leader of a tribe or a polity; also refers to a military rank or title given to a commander of an army or division. Lusret C.B.E. for
Rs.75,362-5-0 of which approximately As. 26,000 represented
the value of the land (about 5 acres). Land in Persia is
usually sold with water rights but in the case of the
Consulate they were not included but had to be rented for
an annual sum of Tumans 280 (Ks.770). The rights in question
consist in the use of the water of the ZLKISF Qanat for
280 hours a year. Before the building was purchased water
for 256 hours a year was supplied by the owner for the
inclusive rental of Tumans 700 a year. This water was
insufficient and only half of the garden was irrigated, the
rest being a parched up v/ilderness with a few stunted trees.
