IjL* Paragraph 10(a) of your telegram,
var Cabinet has decided that liaison mission
should consist of officers who will engage in
purely liaison work and must not include experts
on other questions. This decision rules out
suggestion for using officers of mission for
contact with Caucasian Republics, which even if
such contacts were possible, which is highly
unlikely, would certainly cause trouble with the
Soviet Govt. Question of inclusion In liaison
mission of a naval officer and an air force
of leer is we feel a matter for decision between

in lest resort depend on any washes which Soviet
