Gover ment on behalf of both Rulers; but it is presumably
unlikely that Ibh Baud’s consent could be secured. It is
premature to raise question with him at this stage; but I
invite your observations and you should take an early
opportunity of informing Saudi Government that it would of
course be necessary before any concession were granted that
agreement should be reached between the two Governments
and Shaikh in regard to method of carrying out in Neutral
£one administrative measures that exploration of concession
would necessitate.
