consideration the Government of India agree to continue
to pay a small compassionate allowance to these destitute
females during their life time, hut are not prepared to
contribute towards the children, who should apparently be
regarded as Syrians and not Indians. As these destitutes
have so distant a connection with India, the Government of
India consider that it would be better to leave them in
Damascus, where they must have made contacts, than to
repatriate them to India where they appear to have no
relatives or friends and in the absence of any Poor Law
Administration would starve.
