considers that its provisions would no longer be
appropriate in the event of India leaving the Empire, it is
open to him under Article 23 to give notice before 11th
February, 1950 that he wishes to terminate it as between
Muscat and India with effect one year later. It seems to
me, however, to be for consideration whether in those
circumstances he is entitled to argue that the assumptions
on which he negotiated the Treaty no longer obtain and that
he is entitled to denounce it immediately on India (or any
paid: of India) attaining independence and quite apart fran
the provisions of Article 23. I suspect, however, that
Muscat is econanically so dependent on India that if he
took that line, an independent Government of India could
quickly bring him to heel.
As regards your letter to Mr. Dunbar, I shall actually
be here next Tuesday (but not I hope on Y/ednesday).
Incidentally Tuesday is 4th March not 3rd March.
