telegram Ho.1631, dated the 23rd September 1938, I enclose a copy of
an Express Letter No.c/138, dated the 12th October 1938, from the
Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. , Muscat, from which it will be seen that His Highness
has agreed to the proposed amendments in the Arabic and English texts,
with the exception of, in the Arabic only,
(a) the translation of the word legal in Article 4 in the phrase
♦♦any other legal manner**. It will be seen that the adj ect ive
is preferred by His Highness to the adjective • I agree
with His Highness that CJ> / 11813 no restriction in meaning to a
religious implication* It is true that Shariah can have a meaning
of religious law but in a Moslem State such as Muscat there is no
other law and therefore the word **Shariah M covers all law whether
religious, civil or criminal. Legal in Article 4 should therefore
be translated in accordance with the Sultan’s suggestion.
