2. I forward herewith X copy of a letter No.C/l37 dated 11th October
1938 from me to His Highness the Sultan and of his reply thereto dated
12th October 1938. As will be seen from the Sultan^ letter he afreet,
to the first of the alternatiwe amendments suggested to Article 12(2)
of the Draft Treaty and to the Arabic translations of the amendments
agreed upon between you and His Highness at varachi in July 19.58 aa
the modifications as detailed in my above mentioned letter to the sultan.
3. The Sultan’s assertion that the word has no restrictive
religious meaning as stated by Mr.Arberry appears to be supported by
the Dictionary ( Badger's) but this Agency An office of the East India Company and, later, of the British Raj, headed by an agent. hunahi declares that the
latter's interpretation is that of all Islamic countries and is correct.
However the point does not appear a very important one and since the
Sultan has committed himself, in our exchange of letters to accept the
meaning of this word as including all forms of law, it may perhaps be
retained.
So far as I am in a position to Judge the Sultan's suggested
