the notes,on behalf of the Dominion Jovornraents cannot
be settled until agreement has been reached on the
relevant article of the Treaty. You should not yourself
refer to the position of the Dominions in this matter,
ano if the point is raised on Lhe Persian side during
the negotiatijns, you should confine yourself to an
explanation on the lines set out above, without
committing yourself as to the form which may eventually
be found acceptable to the Dominion Governments. M
