i gather that in the event of the French or Italian
Government insisting the Russian Government would propose
to do so on the 6th December. In that case it appears to
me undesirable to publish the second and longer memoran
dum of 12th Inarch 1915, from Sir G c Buchanan to the
Russian Government in e x tenso , and 1 hope therefore that
the Government to which you are accredited will agree to
its omission. Instead of it I propose to add after
the snort memorandum of 12th March from Sir G,Buchanan
to the Russian Government, a foot note stating that
at the same tine as that manorandurn was communicated
to the Russian Government, his Majesty’s Government
asked that in view of the fact that Constantinople would
always remain a trade e ntree6t for south-eastern Europe
and Asia Minor, Russia should, when she came into pos
session of it, arrange for a free port dor goods in
transit to and from non-Russian territory and that there
should be commercial freedom for merchant ships passing-
through the Gtraits as Monsieur Bazonow had already
promised. Sir E.Grey also pointed out that it would
obviously be necessary to take into consideration the

The successor to the Court of Directors. minute papers; copies of correspondence between the Foreign Office and Sir George Buchanan, HM Ambassador at Petrograd [St Petersburg], and other British diplomats; draft telegrams from the Secretary of State for India addressed to the Viceroy of India; correspondence between the India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. and the Foreign Office; and other papers. Some of the correspondence is in French.

Issues discussed in the papers include: whether the Constantinople Agreement, concluded between the British, French and Russian governments in March 1915 (under the terms of which Constantinople and the Straits of the Dardanelles would be annexed to the Russian Empire), should be made public; the possible effect upon Muslims in India of the announcement of the agreement; and the question of the re-conversion of the St Sophia [Hagia Sophia] mosque in Constantinople into a Christian church.
