I am sorry if, owing to the fact that this # complicated
question is new to me, my telegram No. 89 contained point
which needed no clarifying. I have not mis-read paragraph
2 of your telegram 72 but had serious misgivings about
formal difficulties of action you proposed.
2) Prime Minister has now, as I feared, taken the line
that treatment accorded by Persian Government to their own
nationals is exclusively their own affair. I have of
course emphasised our moral obligation to ensure if possible
an equitable settlement for heirs of our former protege,
but this does not get round Prime Minister s genuine objection,
on the score of form, to furnishing a foreign power with what
amounts to a safe conduct for a couple of disaffected Persian
nationals. Hq has asked in particular why his government
should bind themselves in advance to permit return to a
neighbouring country of influential Persians who had already
threatened to make trouble from there at a time when they
still stood a chance of reaching a settlement, and who would
obviously become still more obstreperous if negotiations
broke down.
3) I think there is still a chance of my being able
to extract an uno fficial promise provided that we, on our
side, undertake to have the two sheiks kept well away from
frontier zone and under adequate surveillance in the event
of their returning empty handed. But I can well imagine
that as such an undertaking would have to be for an
indefinite period it might be awkward to give it, I should
be grateful for your observations on this point.

The discussion in the file relates to the guarantee given in a letter (see folios 155 and folio 151) ) by the Political Resident A senior ranking political representative (equivalent to a Consul General) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Residency. in the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. (Stuart George Knox; Percy Zachariah Cox) to the Shaikh of Mohammerah in 1914 shortly before and after the outbreak of war with the Ottoman Empire. The substance of this guarantee was that if the Shaikh cooperated with the Amir of Najd and the Shaikh of Kuwait in the capture of Basra from the Ottoman Turks, then the Shaikh and his male descendants would be supported against encroachment on his jurisdiction from the Persian government, whether it be royalist or nationalist. Furthermore, his date gardens on the Turkish side of the Shatt al-Arab would remain in the possession of the Shaikh and his heirs and exempt from taxation in perpetuity.

Further discussion surrounds the establishment of the genuineness of the letter, as well as the implications for the British government of admitting this claim for protection and what measures could be taken to enforce it. Also discussed is the attempt by the Shaikh to foment rebellion against the Persian Government in Khuzistan and the measures taken by the Iraqi Government to stop this.
