5. From the above it will appear that no extra
expenditure will be involved by substituting couriers for
carriage of mails by hired motor lorries in lieu of dak System of postal communication used in Moghul India and later by the East India Company.

ie highly desirable that we should have a single system
throughout Saet Persia and the scheme is rendered
ineffective if there are no couriers between Meshed and
