Sir Samuel Hoare remains of opinion
that, since the action which
occasioned the suit was taken on behalf
of the British military authorities
and in the interests of military
administration, any expenditure incurred
in consequence of such action should be
an Imperial charge, he is nevertheless

the Government of India to agree as -an-
