The S. of S. is aware of the position m
regard to the agreement between H.M.G. and the Koweit
Oil Coy., which was explained to him by Sir L. Kershaw
on 23rd Feby., when he authorised the letters of that
date to the other Depts. concerned, seeking their
concurrence in the terms of the agreement and in the
proposal that it should be signed on behalf of H.M.G. by
one of the Under Secretaries of State at the 1.0.
Letters have now been received from the other
three Depts. (the Petroleum Dept., Admiralty and F.O.)
officially concurring in the terms, and m the
procedure in regard to signature. The F.O. make a
drafting suggestion in regard to Art. 4 of the agreement.
I have ascertained that the Coy. are prepared to agree
to the F.O. suggestion, and this article in the
agreement will be modified accordingly.
We are still awaiting the concurrence of the
G. of I. and the Pol. Resident in the latest
modifications in the agreement. When these are received
