the Company's dep3ts, subject to proper control for
revenue purposes, would in many cases relieve the goods
from double handling charges. Consequently we are of
opinion that it would oe in the interest of the Govern
ment and also of commerce that the warehousing of all
goods subject to customs control, including goods in
transit, should be undertaken by trie Railway Company,
and that the Company undertake the cost of erecting the
necessary buildings, the outlay for which would be com
pensated by a scale of warehousing charges to be approved
by the Customs and which would in any case be lower
than the regulation "ardieh” imposod in custom ware
houses.
In connection with the transit traffic it is also
to be noted that it is contemplated that the manipulation
of these goods will be later on transferred to Hannekin,
so that any buildings constructed at Bagaad in respect
of tills trade would probably be light constructions,
capable of removal afterwards to Hannekin. Bo far as re-j
gards the goods destined for consumption and distribu
tion in the town of Bagdad the Railway Company would
undertake
