2. Xour presumption is not correct. bheikh
does wish to exclude discussion of those alternatives fcy
ooamissionere when appointed. I have now received his
lonaal letter ot agreement to appoint commissioners and
am sending it to you hy next air mail. in it h© states
he will never agree to three alternatives.
