2. The proposals contained in your despatch and the views
of the Departments concerned were considered at a meeting
held on the 28th April at which you were present. The
conclusions reached are embodied in the enclosed record of
fche meeting, and I am now to authorise you to proceed in
accordance with these conclusions.
