difficulties and dangers vhich the Admiralty foresaw in
the establishment of the Arabian route were very fully
stated in the draft memorandum* but the final recommendation
of the Sub-Committee was that the establisnment of vhe
frahian route should be proceeued //ith* It ^as n-^^ elear
whether the Admiralty really subscribed to this recommenda
tion. Indeed^their views* as expressed in the memorandum*
developed a strong case against its adoption. He considered
that the memorandum in its present form was fundamentally
