I would suggest that you make it clear that our desire is to get
ahead with oil development as soon as possible and independently of
the Imam dying, I would suggest, therefore, adding to the beginning
of Paragraph 4 the following
"Moreover, it is very desirable that oil development should take
place as soon as possible and any scheme dependent upon the death
of the Imam may involve, in fact, a considerable delay. u
