into accord with those of their British colleagues and with the
new course of Russian policy in Persia. It also seemed to the
Russians that many British officials concerned shared this
Russian scepticism.
The experiences of our officials and officers in Persia during
the war—and apparently those of our enemies also—tend to
show that the Russians had good ground for their opinion.
The rise of a national spirit in Persia, which local enthusiasts
and foreign sympathisers had professed to discern, proved in
effect to be a delusion. The governing classes, the clergy
and the politicians were swayed more by self-interest
than by patriotism ; the merchants and traders were either
insufficiently interested or organised to influence events ; and
the lower classes were passive or impotent. In fact, only a
radical national regeneration could have given representative
institutions any chance of success. For this a leader or leaders
were necessary. But no one appeared having the requisite
enlightenment, ability and strength of character; and the term
nationalism became a catchword for agitators, actuated either
by anti-Ally hostility or by their own material desires.
In considering what actually occured in Persia, it is very
necessary to bear in mind that, throughout the war, India was
faced by the possibility of danger from the Alsatia on her north
west frontier and from the hostility of a considerable section
of the Afghan nation, and also that, during and especially
towards the end of the war, the authorities in Indi^,, in con
sultation with His Majesty's Government, were faced with the
r necessity of investigating and discussing the extent of repre-
5 sentative government which it was possible or desirable to apply
} to India herself. This refers especially to the period after the
j summer of 1917, when the military advantages in Persia which
[ we gained from the Russian alliance ceased to have effect.
The situation in Persia always affected, or was affected
a by, our operations in Mesopotamia. In fact, in some areas the
e operations in Persia were carried out under the orders of the
i- General Officer Commanding in Mesopotamia. The narrative
^ of the operations in North-West Persia and in Arabistan has
B consequently been already included in the history of the
j. s Mesopotamia Campaign. But, though the British force at
Bushire was also for a time included in the Mesopotamia
Command, the account of the operations there, or from there,

A confidential publication compiled, by arrangement with the Government of India, under the direction of the Historical Section of The Committee of Imperial Defence, by Brigadier-General FJ Moberly.
