It soon became evident that though the Persian Cabinet had
been reconstructed to introduce a policy of actively benevolent December
neutrality towards the Allies, its composition rendered it un- 1915 .
likely to fulfil that purpose. Mustaufi-ul-Mamalik himself was
too identified with the Russophobe Democrat party to view a
Russian alliance with any real favour, while two Democrat
Ministers whom he insisted on retaining in office had been
among the most active of those assisting the Germans. Farman
Farma, as Minister of the Interior, did what he could by vigorous
instructions to the provinces to restrain German agitation, but
his efforts were much hampered by the action of his colleagues.
For instance, they attempted, by illusory suggestions that they
could bring pressure to bear on the gendarmerie to cease their
rebellious activities, to delay the Russian advance from Kazvin ;
the Minister of Telegraphs not only furnished the Germans
with information of the Russian military movements, but also
spread reports of Russian defeats ; and, though the Prime
Minister dismissed the Swedish officers who had openly acted
with the Germans in West Persia, he refused to take similar
action in the case of the Swedish commandant of gendarmerie
and of another senior Swedish officer who had been implicated
at Tehran.
Since it was the general impression in Persia that the
Germanic alliance would emerge victorious from the world-war,
the attitude of the Persian Government was not surprising.
They were uncertain, moreover, whether, even in Persia, the
Russians would be able to cope successfully with the strong
position which the Germans had attained in the provinces.
At Qum the Germans dominated the Committee of National
Defence which was denouncing the Cabinet as traitors and
calling on all true patriots to rise against British and Russians ;
the Turco-German emissaries were collecting considerable forces
