The South Persia Rifles totalled about 4,450 Persian
combatant rank and file. Of this total, the 2,500 belonging to
the Ears Brigade were now nearly all concentrated at Shiraz, with
a detachment at Abadeh. Of the 1,300 belonging to the Kerman
Brigade, the bulk were at Kerman with a detachment at
Saidabad, and there were 650 in the Bandar Abbas battalion.
During June, Sir Percy Sykes, travelling in the two motor
cars which had successfuly crossed the desert from East Persia,
visited Tehran and was received by the Shah.
Ever since Nasir-ud-Din's death brigandage had been
prevalent and, by the insecurity to life and property which it
caused, had brought about great misery and poverty in the
land. Certain nomad tribes were by this time living mainly
by robbery and their power had so increased that, unless
checked, it must soon deprive the ordinary villagers of all their
possessions in favour of the tribesmen, who also blackmailed
the great landowners. Neither the central nor the provincial
Governments had taken any adequate action to cope with this
evil, which promised to ruin the peasantry and stifle trade;
and even the Swedish-oflicered gendarmerie had never been
sufficiently mobile to exercise effective control. Sir Percy Sykes
proposed to mend matters by undertaking punitive operations
against the offenders, in the first place against those in the
vicinity of the main trade routes. For the time being, this
work was to be carried out mainly by the Indian troops. Some

The volume is part of the Official History of the Great War series produced by the British Government.
