NEUTRALITY NECESSITATES FURTHER BRITISH

The Russian During the autumn of 1917 the Russian situation caused
Sept.-Nov! Great Britain and her Allies grave anxiety. Even before the
1917 . revolution a great proportion of the Russian soldiers had not
wanted to fight, and since that event the total abrogation of
the usual bonds of discipline had combined with the lack of
real patriotism in the country to bring about an almost universal
desire to cease fighting. Moreover, the Russian workmen by
their impossible demands forced many munition factories to
close, and at the beginning of September a general lock-out
appeared imminent. Stocks of military stores and munitions
were also constantly being destroyed, apparently through

agency

, while the confusion on the railways was so
great that the supply of food was uncertain. At one time it
looked as if General Korniloff, a strong character and an honest
patriot, might succeed in effecting an improvement. But he
failed to obtain the support of Kerenski to the measures
necessary to restore army discipline, and, shortly after the
capture of Riga by the Germans at the beginning of September,
he started a revolt against the Provisional Government. This
failed ; and from that date the condition of the Russian armies
grew steadily and continuously worse.
The proclamation of a Russian republic by the Provisional
Government on the 15th September, though made without any
popular mandate, seemed likely for a short time to stabilise
the political situation. But it soon became apparent that the
members of the moderate political party, with their oriental
tendency to take the line of least resistance, were no match
for the extremists, with their strong Jewish element and their
command of German money and support. Early in November,
Lenin and Trotski definitely gained the upper hand and issued
