MAY TO JULY, 1918:
THE EFFECT IN PERSIA OF THE GERMAN
SUCCESSES IN FRANCE; AND THE ANTI-BRITISH
OUTBREAK IN FARS.

In considering the causes underlying the anti-British out- Causes of
break in Fars in May 1918, it is necessary to refer to apparently ^ reak in
correct information regarding previous events, which only came May 1918.
to our knowledge at a later date and which implied that one of
the most important factors was the enmity between Farman
Farma and Saulat. It appears that Saulat's instigation of the
Kazeruni revolt in December 1916 had been a measure of
retaliation for intrigues set on foot against him in his own
territory by Farman Farma, rather than an act of hostility
towards the Sykes Mission ; though British acceptance, in
April 1917, of an offer of active assistance against the Kazerunis
by Muhammad Ali Khan, a chief of the Kashquli section of the
Qashqais and an enemy of Saulat’s, caused the latter to
suspect British intentions. Saulat's meeting with Colonel
Gough and Sir Percy Sykes in May 1917, however, resulted in
a friendly agreement which promised to improve matters. But
Farman Farma declined to acknowledge this agreement,
denounced Saulat to the Democrats as a servant of the British
and protested to the Persian Government against Saulat’s
usurpation of power. Being remonstrated with by Colonel
Gough, Farman Farma reconsidered his attitude and, paying a
friendly visit in July 1917 to Saulat, came to an arrangement
with him for the maintenance of security on the Kazerun-
Shiraz road, in return for a very large British subsidy, from
which both of them hoped to benefit. The refusal of the
British to fall in with this arrangement was, to say the least, a
disappointment.
Following this, in the summer and autumn of 1917 the punish
ment which Indian troops and the South Persia Rifles dealt
out to various robber tribes can hardly have been welcome
to Saulat and apparently led him to pay attention to the
